Projekt vs. Vorhaben
While both the German words Projekt and Vorhaben can be translated as project, they are not always interchangeable. Projekt refers to a concrete, structured undertaking with defined goals, whereas Vorhaben is a broader term for an intention, plan, or endeavor that may be less formally defined.
Projekt

Vorhaben
B1A Vorhaben is a more general term that describes an intention, plan, or undertaking. It emphasizes the intent to do something and is often used for plans that are not yet fully structured, or for large-scale, often political or personal, endeavors. A Vorhaben can be the initial idea that later becomes a formal Projekt.
Die Regierung stellte ihr neues Gesetzesvorhaben vor.
(The government presented its new legislative plan.)
Sein Vorhaben, den Mount Everest zu besteigen, ist sehr ehrgeizig.
(His plan to climb Mount Everest is very ambitious.)
