Über vs. oben
While the German words über and oben can both be translated as above or over, they are not interchangeable. The key difference is their grammatical function: oben is an adverb of place, while über is a preposition that describes a relationship between two things.
Über
A1Über is a preposition. It means above or over and describes the position of something in relation to another object. It requires a noun to follow it. It can indicate a position directly above something (often without contact), movement across something, or be used in many abstract ways, like about a topic or more than a number.
Die Lampe hängt über dem Tisch.
(The lamp is hanging over the table.)
Das Flugzeug fliegt über die Wolken.
(The airplane is flying above the clouds.)
Er sprang über die Pfütze.
(He jumped over the puddle.)
Wir sprechen über deinen Plan.

Oben
A1Oben is an adverb of place. It answers the question Wo? (Where?) and simply means up there, at the top, or upstairs. It describes a general location and does not need to be followed by a noun because it doesn't describe a relationship to another object.
Meine Großeltern wohnen oben.
(My grandparents live upstairs.)
Das Buch liegt ganz oben im Regal.
(The book is at the very top of the shelf.)
Dort oben auf dem Berg ist die Aussicht fantastisch.
(Up there on the mountain, the view is fantastic.)
Bitte warten Sie oben.
(Please wait upstairs.)
Wie oben bereits erwähnt, beginnen wir um neun Uhr.
(As already mentioned above, we will start at nine o'clock.)
Der Aufzug fährt nach oben.
(The elevator is going up.)
Schau mal, der Vogel sitzt da oben.
(Look, the bird is sitting up there.)
Summary
In essence, use oben for a general location like upstairs or at the top (adverb). Use über when you are specifically relating one thing to another, as in the plane is over the city (preposition). Oben answers Where is it in general?, while über answers Where is it in relation to something else?.
